Background

FMIC was established as an innovative four-way public-private partnership between the Governments of Afghanistan and France, La Chaine de l'Espoir “Chain of Hope", and AKDN. The Aga Khan University is managing this facility as part of AKDN initiative. FMIC is a  176-bed tertiary care hospital for adults, mothers and children, located in Kabul, Afghanistan; providing access to Afghans from all 34 provinces with exemplary healthcare services.  FMIC diagnostics offer high-end imaging and state-of-the-art laboratory services; meeting the emergent needs of the Afghan populace. FMIC offers subsidized care through its Patient Welfare Support Programme to patients with no wherewithal to afford the cost of services. Since April 2006, FMIC has disbursed over US$49.5 million in patient welfare support to over 70, 4652 patients. FMIC serves over 300,000 patients annually.  Furthermore, FMIC has established a 40-bed Women's and Children's house to host ultra-poor patients and provide 100% free care including housing and transportation facilities. ​

Job summary

Assistant Manager – General Accounting is mainly responsible for the day-to-day operations of the General Accounting department in Finance. He is also responsible to assist senior management in tactical matters.

Responsibilities ​

Regular Responsibilities:

Prepare various analytical reports related to finance as and when required by the management.

Check all vouchers as per the approved authority matrix of finance.

Ensure that all vouchers are timely scanned and stored in the system

Ensure that previous years' vouchers are bind and safely stored in the container after external audit

Assist in conducting ISO Audit

Review donors' cash requests to ensure correctness and timeliness

Act as the focal point for External Audit

Review and ensure maintenance of finance database.

Review monthly management reports by 10th of each subsequent month

Review the monthly schedule of fixed assets / equipment received / pending from the available budget by 10th of each subsequent month.

Maintain the chart of account of the financial system, which includes; defining / inactivating the accounts codes and related chart fields.

Oversee tax returns (salary, suppliers, rent)

File annual tax return

Ensure correctness and timeliness of bank reconciliations for all banks of FMIC

Review insurance policies and ensure all the terms and conditions are complied with policies.

Periodic Responsibilities:

Responsible for timely submission of tax returns for staffs and suppliers.

Review monthly payroll.

Qualification and Requirements

MBA or Masters Degree in Finance with four years of experience or CA, ACCA, ACMA finalist with at least three year of experience.

Work experience

At least 3-5 year of related experience in line with above mentioned qualification preferably with an NGO / Health Care Institution.

Knowledge and Competencies.​

Good communication, interpersonal skills in Dari, English and Pushto language.

Ability to work under difficult working conditions.

Critical thinking and problem solving skills.

Good computer skills, especially MS Office.     

Good knowledge of Accounting.
