Background

Since 2006, the French Medical Institute for Mothers and Children (FMIC) in Kabul, Afghanistan, has served patients from all 34 provinces. Operated through a public-private partnership among the governments of Afghanistan and France, La Chaine de L'Espoir, and the Aga Khan Development Network (AKDN), with management by the Aga Khan University, FMIC delivers world-class medical services and drives healthcare innovation in the region.

FMIC provides specialized consultations, advanced diagnostics (CT, MRI, radiology), surgeries, a 24/7 pharmacy, and state-of-the-art laboratory testing. It has recorded over 2.3 million patient visits and consultations, conducted 6.8 million laboratory tests, and performed 59,000 surgeries, including more than 5,700 paediatric and adult cardiac procedures. As Afghanistan's first ISO and SafeCare-certified hospital (recertified in 2024), FMIC has pioneered open-heart surgery, advanced diagnostics, and telemedicine, earning the IHF Award in 2021.

With a 176-bed capacity and a highly skilled Afghan medical team, FMIC is committed to advancing healthcare excellence. Through its Patient Welfare Support Programme, it has provided over $57.6 million in subsidized or free care, ensuring equitable access to high-quality treatment for vulnerable populations.​

Job summary:

Tracking and reporting the daily, monthly, and annual statistical and financial numbers. Timely reporting of budget variance reports and other tools of planning and controlling. Implementation of the annual budget and its controls. 

Job Responsibilities:

   a. Regular responsibilities:

Reviewing of Key Statistics Reports on a daily basis.

Preparing and reviewing the monthly budget variance report and coordinating with the line managers for the variances, if any.

Coordinate for the preparation of monthly cash flows and manage funds for the institutional needs.

Preparing and reviewing table data by the 5th of each subsequent month.

Preparing various monthly management reports by the 10th of each subsequent month, including preparation of the monthly newsletter, financial performance report, grant newsletter, and various other reports.

Prepare funding requirements for operating expenses as well as capital expenses and ensure that timely funds are available for disbursement.

Preparing and reviewing quarterly AKDN Board reports.

Reviewing of Personnel Requisition Form and Unbudgeted Swapping Form.

Assist in preparing the annual budget and long-term projections according to the institution's mission and vision.

Negotiate with the operators during the annual budget exercise to ensure that the budget being presented to the board is in line with the strategic goals of the institution. Any other assignment assigned by the supervisor.

Prepare the monthly budget variance report, cost center-wise, for the entire institution and coordinate with the line managers for the variances, if any.

Prepare and maintain institute fixed assets related to/equipment received/pending from the available budget by the 10th of each subsequent month.

Fixed asset register management

Handle people/problem solving, which is tackled by having an open door policy.

Any other relevant work assigned by the supervisor.

 

  b. Periodic Responsibilities

Proper budget preparation.

Implementation of annual budget control.

Strengthening hospital performance reporting system.

Qualification and Education:

Bachelor in Commerce or Business Administration

And/or ACCA Finalist

Knowledge, competencies, and skills:

Good communication and interpersonal skills in Dari, English, and Pashto.
Good Knowledge of Hospital Budgeting
Ability to work under difficult working conditions.
Critical thinking and problem-solving skills.
Good computer skills, especially MS Office. 
Good knowledge of accounting.


Work experience:

3 years of relevant experience
